Despite economic growth and geopolitical significance, the country’s image is complex, shaped by diverse national interests and international relations. Alleged democratic abuses and political tensions surrounding elections have raised concerns among Western democracies, particularly the U.S. Geopolitically, Bangladesh is viewed as a testing ground for the Biden administration’s democracy initiative and a counter to China’s influence. India, traditionally invested in Bangladesh, exhibits a potential strategic shift, while China strengthens its influence through substantial investments. Bangladesh’s strategic location in the Indo-Pacific fuels global views, emphasizing its role in regional dynamics and economic opportunities, especially in the textile industry. The lack of consensus among major players underscores the inherent tensions and competing interests. Read more: De/Cypher

“Technical Assistance Report – Public Investment Management Assessment (PIMA) and Climate PIMA” for Pakistan.
Full Report Available: International Monetary Fund
The Technical Assistance Report, prepared by the International Monetary Fund (IMF), provides an assessment of Pakistan’s public investment management and its ability to address climate change. The report was completed in August 2023 and focuses on the institutional framework for public investment management, the efficiency of public investment, and the connection between strategic planning and implementation.
According to the report, Pakistan’s public investment by the federal government is relatively low compared to its peers. The country’s capital stock and efficiency of public investment are also lower than average. This poses a challenge in delivering critical infrastructure services and supporting economic growth.
The report identifies gaps in key areas that impede the delivery of critical infrastructure services in Pakistan. It suggests strengthening institutions for public investment management to optimize the use of existing resources and improve the accessibility and quality of public services and infrastructure.
Overall, the report provides recommendations to enhance Pakistan’s public investment management and make it more climate-sensitive. By implementing these recommendations, Pakistan can improve its infrastructure access, quality, and resilience, and attract climate finance. The PIMA framework evaluates 15 institutions involved in the three major stages of the public investment cycle: planning, allocation, and implementation.
These institutions play a crucial role in ensuring effective and efficient public investment. The assessment focuses on three dimensions for each institution: institutional design, effectiveness, and reform priority. It also emphasizes the importance of improving transparency by presenting summary information on key aspects of the Public Sector Development Program (PSDP) in budget documentation.
The PIMA framework assesses the strengths and weaknesses of these institutions and provides practical recommendations to strengthen them. Some of the key institutions evaluated in the PIMA framework include the Ministries of Climate Change, Power, Communications, Education, and the Planning Commission. Other entities involved in the assessment include the National Highway Authority, National Disaster Management Fund, National Disaster Management Authority, Pakistan Competition Commission, Public Private Partnership Authority (P3A), Auditor General Pakistan, and the Public Procurement Regulatory Authority.
According to the information available, all modeled global warming scenarios suggest that Pakistan’s weather patterns will become more unstable and severe. This poses a significant threat to the country’s infrastructure, including public services and facilities.
To address this challenge, Pakistan has recognized the importance of sustainable and resilient public infrastructure. The country has a strong framework for climate action, and there is room for progress in implementing climate-sensitive public investment management.
The assessment conducted by the IMF and the World Bank highlights the need for Pakistan to enhance its institutions and policies to support climate-aware planning and implementation of public investments. This includes aligning national and sectoral public investment strategies and plans with the Nationally Determined Contributions (NDC) or other overarching climate change strategies.
Additionally, regulations on spatial and urban planning, as well as construction, should address climate-related risks and impacts on public investment. By integrating climate change considerations into these areas, Pakistan can enhance the resilience of its infrastructure and mitigate the potential damages caused by climate change.
Furthermore, the assessment emphasizes the importance of coordination between different government entities in terms of investment plans. Effective coordination ensures that capital spending by sub-national governments is aligned with the central government’s priorities. Transparent and rule-based systems for making capital transfers to sub-national governments also play a crucial role in efficient infrastructure development.
Pakistan’s public investment efficiency is relatively low compared to its peers. The hybrid public investment efficiency gap in Pakistan is estimated to be around 38 percent, indicating that there is significant potential to improve the access and quality of its infrastructure.
The efficiency gap is a measure of the potential quality and access to infrastructure given the existing level of capital stock per capita. Pakistan’s efficiency gap is slightly larger than the mean in the peer group, but it is larger than the averages for the Emerging Economies, Middle East North Africa, and all countries groups.
This gap suggests that Pakistan is not fully utilizing its capital investment expenditure to provide optimal access and quality of public services and infrastructure for its population. There are significant opportunities to enhance the efficiency of public investment in the country.
To address this issue, the assessment recommends strengthening Pakistan’s institutions for public investment management. This includes improving the connection between strategic planning, appraisal, selection, implementation, and the monitoring and evaluation of projects.

How Has The Impact of Particulate Pollution Changed Over Time?
Pakistan faces a dire air quality crisis, witnessing 128,000 annual deaths due to severe pollution from fossil fuel usage in power, industry, and transport. Vehicular emissions, industrial activities, agricultural burning, and seasonal factors contribute to toxic smog, impacting health significantly. With 86% reliance on fossil fuels in 2021, the country ranks fourth globally in pollution, losing 11 million lives yearly. Particulate matter (PM2.5) exceeds World Health Organization guidelines by 14.2 times, reducing life expectancy. Lahore, the most polluted city globally, sees substantial health declines. Air pollution, second only to cardiovascular diseases, leads to increased hospital visits and premature deaths, requiring urgent action. Indoor and outdoor pollution cause 40 million respiratory infections and 28,000 annual deaths, disproportionately affecting women and children. The economic toll is estimated at 5.88% of GDP, with initiatives in place, but progress is uncertain due to regulatory challenges. Collaborating with nations like China is vital for comprehensive strategies to mitigate the crisis’s impact on public health and the environment. Read more: De/Cypher

According to the World Bank’s data from May 2022, Pakistan’s per capita GDP experienced a four-fold surge, climbing from $1300 to $5450 between 1990 and 2019. However, this doesn’t necessarily imply an even distribution of wealth across the population. For comparison, China, which had a lower GDP per capita ($1280) than Pakistan in 1990, saw a remarkable increase to $18.2k.
